No Harassment to Alternative Medical Practitioners, Hon'ble Supreme Court Of India

Latest contents of judgment of Hon'be Supreme court of India SLP (Civil) No. 11262/ 24/11/2000 (In the judgment and order date 18/11/1998 in F.A.Q. No.205/92)
For want of certain clarification etc. Delhi govt. & union of India (ministry of health & family welfare) has filled an appeal (SLP) in the Hon'ble supreme court of india challenging the order of Hon'ble Delhi high court dated 18/11/1998upon hearing on 12/11/2000. The division bench of Hon'ble justice R.C. Lahoti & Hon'ble justice Shivraj V. Patil has rejected the plea of Delhi govt. & union of India and finally on 24/11/2000 the bench of the Hon'ble court comprising justice Rajendra Babu and B.N. Agarwal has directed to entertain the matter and SLP Filled by petitioner (Delhi govt. & union of India ) has been dismissed. The Hon'ble supreme court of India also maintained that status quo of Hon'ble Delhi high court (FAO205/92) dated 18/11/1998 by which it has been ordered that any legally constituted institution imparting education facilities in the field of Alternative medicines may issue diploma / certificate and holder of such diploma / certificate are entitled to practice the particular faculties covered by the said diploma / certificate.
1. According to the judgment of high court Chennai, planning commission report & the latter of govt. (No.110/8/4/77MPT/ME(P)1979&No.4-6/70 MPT of govt. of India) The RMP certificate holder can practice in alternative medicine only he can't practice in surgery , obstetrics & radiation therapy in any form. He can not prescribed any medicine includes G,H&L of drugs & cosmetics rules 1945 and other dangers drug at any cost.
2. Council of Alternative System of Medicines run by Iatros medical society has conferred with the Establish & run alternative medicine & paramedical college's, science and technological institutions , hospital, research center in all over India.
3. To promoting research & development of alternative medicine and paramedical science for diffusal of literary and scientific knowledge.

SOME LEGAL DECLARATION AND VARIOUS COURT'S ORDERS IN FAVOR OF ALTERNATIVE SYSTEM OF MEDICINE

1. THE HON'BLE HIGH COURT OF KARNATAKA :
In its final judgment write petitions no.17534-96/94 and no 36960 /94 noted the constitutional validity of section 16(2) 16(2A) etc in order to develop propagate and promote any alternative system of medicines no permission is required under any statute
2. THE HON'BLE HIGH COURT OF DELHI :
Stated in its Judgment dt. 18/11/1998 of CWP No. 4015/1996 & OM No.8468/ 1997 in which the Government has to take proper action to regularize and recognize the alternative medicine in India.
3. THE HON'BLE HIGH COURT OF CALCUTTA :
In its final judgment constitution writ jurisdiction matter no 546 of 1988 dt. 07/05/1990 which has been reported in Calcutta Law Journal 1991 (2) CLJ page No. 173 to 187 held the following important points regarding the constitutional rights and legal validity of Alternative system of Medicines in India.

Stated in its final judgment of a case on alternative system of Medicine that “the judgment of Hon' ble High court of Delhi must be strictly followed by the Govt. of India within Eight weeks” to regularise the alternative system of Medicines .

11. 14-02-2003 Hon'ble Supreme court of India and Medical Council of India have declared that, those who are having community Medical Service & ED Certificate (CMS) of Rural medical practitioner (RMP) can do Practice on 42 drug groups of life saving drugs in Allopathy.
12. 16-05-2001 Hon'ble Metropolitan session court Sec-bad Recognized the Electro homoeopathy Practice. The court also ordered that “Any Medical council, centre in India has no right to interfere in the Practice.

14. THE ORDER ISSUED BY GOVT. OF INDIA (MINISTRY OF H&FW) DEPARTMENT OF HEALTH RESEARCH NO. V.25011/276/2009-HR Dated.05.05.2010&C.30011/22/2010-HR Dated 21.06.2011.
15. To give the rights of practicing to registered Medical Practitioners enrolled by the council as qualified physicians, without any restriction, and entitling them to issue medical certificates such as sickness, fitness etc of any other certificate required by any law. To establish the faculty to control the examinations of teaching and educational institutions or colleges etc; and to award degrees, diplomas, Certificates etc., thereof.
It is fact that many states including Tamilnadu have implemented clinical establishment Act. 2010. All states are giving honour and weight age to the order of Central Govt. dated 14/02/2011 with regard to education and practice of Electro Homoeopathy. On the suggestion and mutual consultation of Ministry of Health & Family Welfare Govt. of India. Hon'ble Supreme Court of India has also passed order on 22/01/2015 that there is no ban on medical practice of Electro Homoeopathy.
Ministry of Health & Family Welfare Govt. of India has already clarified on 14/02/2011 that Electro Homoeopathy is not applicable under clinical establishment (Registration & Regulation) Act. 2010 for registration to the clinics of the practitioners of it but there is no practicing electro homoeopathy or imparting education as per central Govt. order V.25011/276/2009-HR Dated 05/05/2010.
Madras High Court has also passed an order on 28/11/2016 that as per Ministry of Health & Family Welfare Govt. of India order No. V.25011/276/2009-HR Dated 05/05/2010. The petitioner can rightfully practice Electro Homoeopathy Medicine in every state in India without hindrance. Hence, there is no need to take permission from local health authorities or joint director of health of the district of Tamilnadu. Government has already accepted this order as this order remains unchallenged by the state Govt. in Hon'ble Supreme court of India. Therefore, the state Govt. should also give honour of it.
Electro Homoeopathy legal and scientific analysis committee setup by Rajasthan Govt. consist of the experts of botanists, pharmacologists, clinical research, electro homoeopathy expert, of other medical system viz. senior scientist-17, CMO-40, legal expert-5 and other expert including vice chancellors of the universities of Rajasthan Govt.-16. On the basis of the evidences and documents received and examined, the committee has a clear judgment that electro homoeopathy is a simple, economical, accessible and secure therapeutic approach, it must be recognized in the state. Taking into consideration the utility and merits of electro homoeopathy, the committee expresses its though conviction and strongly recommends the state Government to draft essential law and initiate the statutory administrative process to grant due recognition to electro homoeopathy in the state. Ultimately on 09/03/2018 the Assembly of Rajasthan Govt. has passed Electro Homoeopathy System of Medicine Bill No. 13 of 2018 recognizing the system in Rajasthan State. Hon'ble Govt. of Rajasthan state has already signed on the Bill on 10th October, 2018. Therefore, Electro Homoeopathy system of medicine is a recognized system in a state like Rajasthan.

Education & practice of electrohomeopathy continue in the country without govt. recognition

Even though the Union health ministry has clarified time and again that electropathy is not recognised as a system of medicine, over 2 lakh electropathy practitioners are a part of this system in the country and over 150 colleges across the country are offering courses in electropathy, it is learnt. Electropathy is a derivative of homoeopathy that relies on remedies from non-poisonous plants. Over 150 colleges across the country are offering courses in electropathy, with the most widely pursued one being Bachelor of Electropathy Medicine and Surgery (BEMS), which has course duration of four and a half years.
The Union health ministry has recently clarified in response to an RTI application filed by health advocacy group Chikitsasansar Trust that electropathy is not recognised as a system of medicine because the ministry does not support its clinical practice by any person as the concerned Bill is still under consideration of Indian Parliament.
In its RTI application, filed on April 7/2014, the Chikitsasansar Trust has contested that absence of any government regulation has led to widespread quackery across the country.
While contesting the issue of recognition of electro homoeopathy which has come up before various high courts, its practitioners say that no law has banned its practice and they are entitled to engage in a profession as guaranteed by the Constitution. The right of Electro Homoeopathic Practitioners are well protected under article 19(1)(g) of Constitution of India.
There are over 2 lakh electropaths working in an unregulated manner because there is no Act in lace. As such it does not come under the purview of either of the central or state government's medical Act. This can have a bearing on the patient safety as quacks are practicing it in several villages of the country. The recognition of this system is under consideration in Parliament in the form of a bill since 2005.” According to a notification 14015/25/96-U&H (R) (pt), electro homoeopathic practitioner is not permitted to practice but the notification was challenged through a writ petition filed in 2008 in the Punjab and Haryana High court and the verdict was that practice of Electropathy/Electro homoeopathy is not prohibited in any state of India.
For practicing modern medicine or any other Indian system of medicine like Ayurveda/Unani systems of medicine, registration is required under Medical Council Act. For getting these registrations, the applicants should also possess the prescribed qualifications also. But electro homoeopathy is an entirely different system of medicine. Its practice is not controlled by any state in India. It is not prohibited by any law also. Therefore, the petitioners have a fundamental right under article (19) (1) (g) of the constitution of India to proceed with the practice of the electro homoeopathy. Doctors can practice electro homoeopathy by settled law of the Government of India which means law allowed Supreme Court of India and Medical Council of India have declared on February 14, 2003 that those who are having Community Medical Service Certificate (CMS) or Rural medical practitioner (RMP) can do Practice on 42 drug groups of life saving drugs in Allopath. Metropolitan Session Court Secunderabad recognised the Electro Homoeopathy Practice on 16 May 2001.The court also ordered that “Any council in India has no right to interfere in the Practice." Metropolitan Court, Secunderabad recognised the practice of electro homoeopathy on October 23, 2000.
Calcutta High Court recognised the electro homoeopathy on May 7, 1999. High Court of Jabalpur recognised the electro homoeopathy practice on March 19, 1999. Madras High Court on June 9/1998 had given the Judgment regarding using the word Doctor before the name that, “Those who are practicing electro homoeopathy system of medicine has right to 'USE' the word “DOCTOR” before the name, by representing the symbol of “EH” (electro homoeopathic)

Central Council of Alternative Medicines & Research (CCAMR) is a registered institution, registered under the West Bengal Societies Registration Act 1961, established to serve the best need, interest & good health of the common people of India.

Alternative System of Medicines is a system of maintaining well-being, diagnosis, preventing illness & treating diseases. It covers a broad range of traditions, cultures, practices, healing philosophies, approaches & therapies based on natural laws of holistic health, diet regulation, breathing practices, meditation & the use of natural substances. It is devoid of the use of antibiotics & chemicals i.e.; outside the realm of conventional modern medicine – Allopathy. World Health Organizations (W.H.O) has also recognized importance of Complementary & Alternative Medicines to achieve its goal of health for all.

Alternative Medicine is not regulated by the Medical Council of India or under any other legal framework, but at the same time, there exist No bar qua the administration of educational training courses in this regard nor in relation to the practice of the same.

Central Information Commission, Government of India, in its Order F.No. CIC/RKJA/2016/001309-YA dated 15.09.2016 with reference to the policy decision of the Ministry of Health & Family Welfare, Government of India & Orders of High Courts & Supreme Court duly noted that even though there is no policy decision yet recognizing alternative medicines like Electro Homoeopathy there is no ban/restrain on its practice, education & research.

On 28.02.2017, the Government of India, Ministry of Health & Family Welfare issued a Notification in respect of a mechanism for the consideration of proposals for the recognition of new/alternative systems of medicine. The said Notification clarifies that as on date there is no framework to regulate alternative systems of medicines in the Country. Copy of the notice dated 28.02.2017 is annexed herewith.

Using “essential oils” distilled from plants, aromatherapy treats emotional

disorders such as stress and anxiety as well as a wide range of other

ailments. Oils are massaged into the skin in diluted form, inhaled, or

placed in baths. Aromatherapy is often used in conjunction with massage

therapy, acupuncture, reflexology, herbology, chiropractic, and other

holistic treatments

Astrology


Astrology is a humanistic attempt at trying to understand the cycles that

we share with the forces in the Universe. The planets have corresponding

rulership to certain vitamins, minerals, cell salts, herbs, metals, colors

and parts of the body. Through the chart ,one can look to see what natal

health conditions exist. Through these precepts, we can then look at the

present and into the future to see what areas of our lives are being

effected and potentially how we can head off ill health and promote wellness.

 

Atlas Orthogonal


Atlas Orthogonal is a chiropractic program to evaluate and correct

subluxation based on scientific and biomechanical procedures. By

incorporating the latest advancements in scientific technology,

chiropractors can calculate, in precise detail, the vectors specific to an

individual subluxation pattern, and program their instrument with the

specific correction vectors to deliver the adjustment without any

manipulation at all.


Ayurvedic Medicine


Practiced in India for more than 5,000 years, ayurvedic tradition holds

that illness is a state of imbalance among the body’s systems that can be

detected through such diagnostic procedures as reading the pulse and

observing the tongue. Nutrition counseling, massage, natural medications,

meditation, and other modalities are used to address a broad spectrum of

ailments.


Biofeedback


A method of monitoring minute metabolic changes in one’s own body with the

aid of sensitive machines. The technique is used especially for

stress-related conditions such as asthma, migraines, insomnia, and high

blood pressure. Clients learn to make subtle adjustments to move toward a

more balanced internal state by consciously visualizing, relaxing, or

imagining while observing light, sound, or metered feedback.

 

Chelation Therapy


Chelation therapy is a series of intravenous injections of the synthetic

amino acid EDTA, designed to detoxify the body. It is also often used to

treat arteriosclerosis. Most frequently, this is administered in an

osteopathic or medical doctor’s office.

 

Chinese (Oriental) Medicine


Oriental medical practitioners are trained to use a variety of ancient and

modern therapeutic methods – including acupuncture, herbal medicine,

massage, heat therapy, and nutritional and lifestyle counseling – to treat a

broad range of both chronic and acute illnesses.


Chiropractic


The chiropractic views the spine as the backbone of human health:

misalignments of the vertebrae caused by poor posture or trauma cause

pressure on the spinal nerve roots, leading to diminished function and

illness. Through manipulation or adjustment of the spine, treatment seeks to

analyze and correct these misalignments.


Colonics


A colonic is a colon irrigation, the irrigation of the large intestine with

sanitized, filtered water under gentle pressure to wash out or detoxify it

of stagnated fecal material; it is a full intestinal enema.


Counseling/Psychotherapy


This broad category covers a range of practitioners, from career counselors

to psychotherapies who treat depression, stress, addiction, and emotional

issues. Formats can vary from individual counseling to group therapy. Some

therapists may also incorporate bodywork, ritual, energy healing, and other

alternative modalities as part of their practice.


Craniosacral Therapy


This is a manual therapeutic procedure for remedying distortions in the

structure and function of the craniosacral mechanism – the brain and spinal

cord, the bones of the skull, the sacrum, and interconnected membranes. It

is used to treat chronic pain, migraine headaches, TMJ, and a range of other

conditions.


Dance/Movement Therapies


Dance and/or movement therapy uses expressive movement as a therapeutic

tool for both personal expression and psychological or emotional healing.

Practitioners work with people with physical disabilities, addition issues,

sexual abuse histories, eating disorders, and other concerns.

 

Dentistry, Holistic


Holistic dentists are licensed dentists who bring an interdisciplinary

approach to their practice. The may incorporate such methods as homeopathy,

nutrition and acupuncture into their treatment plans. Most holistic dentists

emphasize wellness and preventive care while avoiding silver-mercury fillings.


Ear Candling


Primarily used for wax buildup and related hearing problems, ear candling

is also used for ear infections and sinus infections. Treatment involves

placing the narrow end of a specially designed hollow candle at the entry of

the ear canal, while the opposite end is lit.


Feng Shui


Ancient Chinese practice of arranging the home or work environment to

promote health, happiness, and prosperity. Consultants may recommend changes

in the surroundings – from color selection to furniture placement – in order

to promote a health flow of chi, or vital energy.

 

Flower Essences


A method of alleviating negative emotional states that may contribute to

illness or hinder personal growth. Drops of a solution infused with the

captures”essence” of a flower are placed under the tongue or in a beverage.

The practitioner helps the client choose appropriate essences, focusing on

the client’s emotional state rather than on a particular physical condition.


Herbalism


An ancient form of healing still widely used in much of the world,

herbalism uses natural plants or plant-based substances to treat a range

of illnesses and to enhance the functioning of the body’s systems. Through

herbalism is not alicensed professional modality in the United States, herbs

are “prescribed” by a range of practitioners.


Holistic Medicine


A descriptive term for a healing philosophy that views a patient as a whole

person, not as just a disease or a collection of symptoms. In the course of

treatment, holistic medical practitioners may address a client’s emotional

and spiritual dimensions as well as the nutritional, environmental, and

lifestyle factors that many contribute to an illness. Many holistic medical

practitioners combine conventional forms of treatment with natural or

alternative treatments

.

Homeopathy


A medical system that uses infinitesimal doses of natural substances -

called remedies – to stimulate a person’s immune and defense system. A

remedy is individually chosen for a sick person based on its capacity to

cause, if given in overdose, physical and psychological symptoms similar to

those a patient is experiencing. Common conditions homeopathy addresses are

infant and childhood diseases, infections, fatigue, allergies, and chronic

illnesses such as arthritis.


Hypnotherapy


A means of bypassing the conscious mind and accessing the subconscious,

where suppressed memories, repressed emotions, and forgotten events may

remain recorded. Hypnosis may facilitate behavioral, emotional, or

attitudinal change such as weight loss, or smoking cessation.It is also used

to treat phobias, stress, and as an adjunct in the treatment of illness.

 

Iridology


The diagnostic system based on the premise that every organ has a

corresponding location within the iris of the eye, which can serve as an

indicator of the individual organ’s health or disease. Iridology is used by

naturopaths and other practitioners, particularly when diagnosis achieved

through standard methods is unclear.


Kinesiology


The study of muscles and movements. Practitioners analyze muscle function,

posture, gait, and other structural factors in addition to inquiring about

lifestyle factors that may be contributing to a health-related problem.

Nutritional supplements, muscle and joint manipulation, and lifestyle

modification may then be used as part of a treatment plan. Applied

kinesiology is used by health-care providers who are licensed to diagnose,

such as chiropractors, osteopaths, dentists, and medical doctors.


Lymph Drainage Therapy


Therapy to drain and improve the lymphatic vessels, a system of tubes or

canals through which lymph is carried from different parts of the body.


MassageTherapeutic


A general term for a range of therapeutic approaches with roots in both

Eastern and Western cultures. It involves the practice of manipulating a

person’s muscles and other soft tissue with the intent of improving a

person’s well-being or health, and may include, but not be limited to,

effleurage, deep tissue, percussion, vibration, and joint movement.


Midwifery/Childbirth Support


Midwives provide education and support during pregnancy, assist the mother

during labor and delivery, and provide follow-up care. Practitioners of

childbirth support include childbirth educators, assistants, and doulas

(women labor coaches who also provide postpartum home care).

 

Native American Herbology


Native American healers and spiritual leaders seldom travel far from their

homes and even more infrequently publicize their work – it is not the way.

However, there is a body of knowledge about the herbal treatments used by

various Native People. Much of the information has been tested and

incorporated into our present herbal therapies.

These products may be used cosmetically as well as for health and nutrition.


Naturopathic Medicine


Naturopathic physicians work to restore and support the body’s ownhealing

abilities using a variety of modalities including nutrition, herbal

medicine, homeopathic medicine, and orient medicine. A primary health-care

system emphasizes the curative power of nature, treating both acute and

chronic illnesses in all age groups.

 

Network Chiropractic

 

This refers to a network of independent chiropractic offices that use

Network Spinal Analysis, a method characterized by the sequential

application of a number of gentle, specific adjusting techniques. Care

progresses through a series of levels that parallel spinal and

quality-of-life changes.


Ohashiatsu


A system of physical techniques, exercise and meditation used to relieve

tension and fatigue and induce a state of harmony and peace. The

practitioner first assesses a person’s state by feeling the hara, the area

below the navel. Then, using continuous and flowing movements, the

practitioner presses and stretches the body’s energy channels, working in

unison with the person’s breathing.


Osteopathic Medicine


Osteopathic physicians provide comprehensive medical care, including

preventive medicine, diagnosis, surgery, prescription medications, and

hospital referrals. In diagnosis and treatment, they pay particular

attention to the joints, bones, muscles, and nerves and are specially

trained in osteopathic manipulative treatment – using their hands to

diagnose, treat, and prevent illness

.

Reconstructive Therapy/Prolotherapy


Reconstructive therapy uses injections of natural substances such as

dextrose, glycerin, and phenol in order to stimulate the growth of

connective tissue and this strengthen weak or damaged joints, cartilage,

ligaments, and tendons. This therapy is used to treat degenerative

arthritis, lower back pain, torn ligaments and cartilage, carpal tunnel

syndrome, and other conditions.


Reflexology


This modality is based on the idea that specific points on the feet and

hands correspond with organs and tissues throughout the body. With fingers

and thumbs, the practitioner applies pressure to these points to treat a

wide range of stress-related illnesses.


Reiki


Practitioners of this ancient Tibetan healing system use light hand

placements to channel healing energies to the recipient. While practitioners

may vary widely in technique and philosophy, Reiki is commonly used to treat

emotional and mental distress as well as chronic and acute physical

problems, and to assist the recipient in achieving spiritual focus and clarity.


Rolfing


A massage technique using deep manipulation of the fascia (connective

tissue) to restore the body’s natural alignment, which may have become rigid

through injury, emotional trauma, and inefficient movement habits. The

process involves ten sessions, each focusing on a different part of the body.

 

Shiatsu


The most widely known form of accupressure, shiatsu has been used in Japan

for more than 1,000 years to treat pain and illness and for general health

maintenance. Using a series of techniques, practitioners apply rhythmic

finger pressure at specific points on the body in order to stimulate chi, or

the vital energy.


Tibetan Medicine


Evolved as a systhesis of Tibetan, Chinese and Persian Medicine, and even

Ayurveda. These remedies include indigenous herbs, fruits, flowers, metalic

powders and minerals given in tablets, and are especially effected in

treating rheumatism, asthma, gastritis, diabetes and many neurological

disorders.


Unani


Involves the use of plants and herbs, these remedies are known to provide

cures for diseases such as sinusitus , leucoderma, rheumatism, jaundice and

elephantiasis.


Vision Therapies


Through exercise and relaxation techniques, vision may actually be improved

to the point that glasses may no longer be needed. Therapies are typically

offered by licensed optometrists and ophthalmologists.


Vitamin Therapy


A complementary therapy of vitamin usage combined with other treatments to

Rules for Private Candidates


(Without Regular / Correspondence studies) DIRECT EXAMINATIONS / AWARDS (On Experience Basis)


Eligibility: The candidates must have at least 3 years of experience in the particular alternative medical line and must possess the minimum academic qualification for the Diploma / Bachelor Certification Course as laid down in the prospectus.


Examination: The private examination may be conducted in the month of January, April, July & October of every year as applicable of Regular/Postal students.

Practical / Clinical Training..


Central Council of Alternative Medicines & Research (CCAMR) conducts a unique and essential training for learning the latest art and techniques of examining patients. The ideal course for all students and novice practitioners of any systems of medicine, one is taught how to check up the patients, conduct physical examinations, read laboratory reports, check the heart, liver, lungs, kidneys, pulse, and to use a stethoscope & blood pressure instruments etc. Training is available in major alternative therapies practiced in India and abroad and for paramedical courses also.

Attendance at the Practical / Clinical Training Programme is NOT COMPULSORY.

A certificate is awarded to those who successfully complete the programme. Practitioners of any system of medicine and students are welcome to join the programme.



The training commences on the 5th of every month (If the 5th is a Holiday, then the next working day). The CCAMR allows the students to break up their training also in which case trainings can be attended in short durations of 3 - 5 days also over a period of months should the candidate be unable to attend the entire length of the training at one time.


Practical / Clinical Training is of two types as below:


i. Clinical Training on General Medicine Application: It covers:

Personal Contact Programmes (PCP)

The Central Council of Alternative Medicines (CCAMR) organizes a free 5 day Personal Contact Programme every month commencing from the 1st (if the 1st is a holiday, then from the next working day) in its institution in Kolkata, India for the benefit of students. These contact programmes are meant for counselling and clearing the doubts of the students and helping in their academic difficulties. Personal Contact Programmes are available for all courses conducted by the CCAMR.

 

If students bring with them the recommended text books and the printed lessons received from the CCAMR, they will find the Personal Contact Programmes immensely useful. The students are expected to come prepared in the class in order to discuss their problems. The counseling sessions will include clarifications required in the print material and other related difficulties through active interaction with students.

 

Practitioner Registration - R.M.P.(A.M.)

The Central Council of Alternative Medicines & Research grants registration in Alternative Medicines under Rule 7A on the basis of qualification and experience.



Eligibility:


A practitioner having at least 3 years experience in any branch of alternative medicines. Or Diploma / Bachelor / Postgraduate Certificate holders of the Central Council of Alternative Medicines & Research.

Or

Diploma / degree holders of any authentic institution.


Benefits


The Registered Practitioner would be declared a person qualified to practice and shall not be convicted or punished by any Government in India. He/she will also be eligible to issue Medical Certificates. These rights are mentioned on the Registration Certificate also.


Registration from Medical Council of India is not required to practice the alternative system of medicines as per their letter no. MCI - 34(I)/ 96 Med./10984.


Minimum Age

Applicants for registration who are not Certificate holders of  Central Council of Alternative Medicines & Research. should be a minimum of 21 years .

• One Experience Certificate of a minimum of 3 years from a Registered Doctor/MLA/ MP/Sarpanch/Gazetted Officer or a Xerox copy of the Diploma / Bachelor / Postgraduate Certificate awarded by the Indian Council of Complementary and Alternative Medicines & Research.or any authentic institution.



• One Character Certificate from a respectable person.

Central Council of Alternative Medicines & Research (CCAMR) is a registered institution, registered under the West Bengal Societies Registration Act 1961, established to serve the best need, interest & good health of the common people of India.

Alternative System of Medicines is a system of maintaining well-being, diagnosis, preventing illness & treating diseases. It covers a broad range of traditions, cultures, practices, healing philosophies, approaches & therapies based on natural laws of holistic health, diet regulation, breathing practices, meditation & the use of natural substances. It is devoid of the use of antibiotics & chemicals i.e.; outside the realm of conventional modern medicine – Allopathy. World Health Organizations (W.H.O) has also recognized importance of Complementary & Alternative Medicines to achieve its goal of health for all.

Alternative Medicine is not regulated by the Medical Council of India or under any other legal framework, but at the same time, there exist No bar qua the administration of educational training courses in this regard nor in relation to the practice of the same.

Central Information Commission, Government of India, in its Order F.No. CIC/RKJA/2016/001309-YA dated 15.09.2016 with reference to the policy decision of the Ministry of Health & Family Welfare, Government of India & Orders of High Courts & Supreme Court duly noted that even though there is no policy decision yet recognizing alternative medicines like Electro Homoeopathy there is no ban/restrain on its practice, education & research.

On 28.02.2017, the Government of India, Ministry of Health & Family Welfare issued a Notification in respect of a mechanism for the consideration of proposals for the recognition of new/alternative systems of medicine. The said Notification clarifies that as on date there is no framework to regulate alternative systems of medicines in the Country. Copy of the notice dated 28.02.2017 is annexed herewith.
